SDG 17 is the cooperative spine of Watts and Wealth. The game’s most distinctive ending — Renewable Pathway — requires four-player coordination across 18 rounds. Without partnership, the table either crashes into Tipping Point or grinds to a Round Limit richest-empire finish.
Primary mechanics
The board includes a dedicated Trading tile category. Landing on Trading opens a structured negotiation slot where a player can offer facilities, tokens, or cards to one opponent. This is not flavour text — it is the structural channel through which the Renewable Pathway win becomes mechanically achievable.
Mitigate cards are a partnership lever in disguise. The holder of Disaster_Relief_Fund or Climate_Adaptation_Strategy can spend it on any player at the table, including opponents. Playtest data shows that this cross-seat gifting is rare in early playthroughs and increasingly common in mid-game once players internalize the collective-loss risk.
Card-level grounding
- UN_Green_Pact_Support (era 1) and UN_Green_Pact_Support_III (era 3) are escalating-tier Mitigate cards that grant the holder immunity to sabotage and all forms of attack — the multilateral-cover analogue of a UN-backed protection regime.
- International_Green_Funding is an era-3 Event that grants ten tokens if the drawer already has at least three renewable plants — explicit partnership conditionality on renewables.
- Foreign_Investment_E1 (era 1) and Foreign_Investment_E2 (era 2) are era-tiered Event cards that drop fifteen tokens into the drawer’s account, modelling cross-border capital flows.
- Policy_Exchange is an era-3 Policy card that swaps a selected card with any player — direct card-level partnership infrastructure.
- Nuclear_Treaty_Signed (Event, era 1, fifteen-token discount on next nuclear plant) and Paris_Climate_Agreement (Event, era 2, free Mitigate if you hold few fossil plants) model the multilateral treaty layer of SDG 17 — both reward a low-fossil posture.
- Trade_War (era-4 Policy, steals the closest facility from a neighbour) and Petrodollar_Trade_Pact (era-2 Policy, +1 token per traded energy) model what happens when partnership breaks down vs. when fossil partnership entrenches — neither is a cooperative-win lever.

- 17.6 (technology cooperation): Policy_Exchange + facility-trading on the Trading tile.
- 17.14 (policy coherence): Multi-card policy stacks (Paris + Net_Zero + UN_Green_Pact_Support) compound rather than cancel.
- 17.16 (multi-stakeholder partnerships): Renewable Pathway co-op win is the strongest in-game encoding.
- 17.17 (effective partnerships): Mitigate-card cross-seat gifting is the table-level signal.
